What the author did was create a simple cfg file that allows you to toggle between default view and "4th person view".. camera remains motionless in place as your player continues to move as you direct it. And... thats about it.
This would be useful for fraps users or somthing similiar to reach a specific effect alittle easier. Could also be used by skinners/modelers as a reverse of the highly used modview.cfg sorta.
